The primary goal of electronic warfare is to control the electromagnetic spectrum or attack the enemy. This encompasses a range of strategies aimed at disrupting or degrading an adversary's use of electronic systems, which can include jamming communications, radar, and other electronic signals. Successful electronic warfare operations can provide a significant tactical advantage by denying the enemy the ability to effectively communicate and coordinate their actions, thereby enhancing one's own operational capabilities.

While improving GPS navigation systems and facilitating logistical operations can be important components of military operations, they are not the central focus of electronic warfare. Similarly, enhancing air-to-air combat strategies may involve various technologies, but it does not wholly encapsulate the mission of electronic warfare as controlling or disrupting enemy electronic capabilities is the key aspect.
